The Chairman of the Kuwait Medical Association, Dr. Ibrahim Al-Tawala, emphasized a zero-tolerance policy for assaults on doctors, revealing that 67 cases of verbal and physical attacks on medical professionals were recorded in Kuwait’s hospitals between 2022 and 2024. Speaking to Al-Qabas, he highlighted the association’s dedicated hotline for reporting such incidents.
Dr. Al-Tawala noted a significant decline in assault cases, attributing this to stricter penalties under the Medical Professions Law and amendments to the Penal Code. These amendments reinforce penalties for crimes against public employees and remove the possibility of the victim withdrawing complaints, reconciling with the perpetrator, or granting pardons. Furthermore, the shift to electronic issuance of medical and pathological records has minimized direct interactions, reducing conflicts between patients and healthcare workers.
“Previously, we received one to two reports of assaults weekly. Now, it has dropped to about one report per month on average,” Dr. Al-Tawala stated, attributing the improvement to enhanced measures and legal deterrents.
He identified several reasons for the assaults, including overcrowding in hospitals during peak hours and patients’ impatience with waiting times. In the past, patients visited healthcare facilities primarily to retrieve medical information manually, but with the electronic system now in place, such interactions have been significantly reduced.
Aggressive incidents ranged from verbal abuse and physical assaults to property damage, including destruction of hospital furniture and equipment. However, these occurrences have decreased notably due to stringent policies and legal measures.
Dr. Al-Tawala praised Kuwait’s legal framework and the efforts of the Ministry of Interior in safeguarding doctors and medical facilities. He also acknowledged the Ministry of Health’s commitment to protecting healthcare workers and taking legal action against offenders. The association continues to advocate for the safety and dignity of medical professionals, ensuring that any attacks are promptly addressed and appropriate legal action is taken.
