Saudi Arabia is taking a significant step towards reducing tobacco consumption and protecting public health by introducing new regulations on the sale of tobacco products. The Saudi Ministry of Municipality and Housing has proposed a draft law prohibiting the sale of tobacco products in grocery stores (bakalas) and central markets. The draft has been published on Istitla, a public survey platform, to gather feedback before finalizing the regulations.
The proposed law includes multiple restrictions to ensure compliance with the Saudi Food and Drug Authority (SFDA) standards. Under these regulations, tobacco products must be stored in closed cabinets, out of direct sight of consumers. Additionally, the sale of tobacco products to individuals under 18 years old will be strictly prohibited, with sellers required to verify the age of customers before selling.
To further discourage smoking, businesses will be required to avoid any advertisements or promotions related to tobacco products. Furthermore, both employees and customers will be prohibited from smoking within these establishments. Grocery stores and supermarkets must also display health warnings, including messages such as:
“Smoking and tobacco products are the leading cause of diseases affecting the mouth, lungs, heart, arteries, and cancer. The sale of tobacco products is prohibited to anyone under the legal age specified in the anti-smoking law.”
In addition to tobacco restrictions, the law introduces strict guidelines for energy drink sales. Energy drinks must be displayed separately from other beverages and cannot be sold to individuals under 16 years old.
Furthermore, the draft law outlines health and safety regulations for grocery stores and food establishments. Employees should not have infectious diseases, and anyone displaying symptoms such as diarrhea, fever, vomiting, or conditions like cholera, hepatitis, or typhoid must be immediately removed from work to prevent the spread of infections.
Another significant aspect of the new regulations is the requirement for special permits for home delivery of tobacco products. This measure aims to prevent illegal sales and ensure compliance with public health and safety guidelines.
By implementing these measures, Saudi Arabia aims to create a healthier environment, reduce tobacco-related health risks, and promote public well-being through strict enforcement of anti-smoking laws. The new regulations are expected to bring positive health outcomes and set a new precedent for tobacco control in the region.
